Overall, better armed and combat-ready than the Dolls, but not extremely so in either direction. The Misconducts intend to take control of a major transport hub in preparation of a revolution against the city.
The Bounty Hunters are now the only operatives after them, as the law enforcement in the Sector is turning a blind eye to their gathering because they simply are not capable of taking all the gang's soldiers.
To say nothing of them being more close-knit and better organized than the Dolls. The Misconducts, while a simple gang like the Hoodlum Dolls, are better armed with many of their elites not only using more advanced weaponry (automatic guns and explosives) but are usually in better physical condition as well. The Dolls have no goal beyond burning shit down and having a good time, no profit motive or even a plan past the night. The Bounty Hunters are essentially containing a giant riot in their Sector, being called in to act as backup for the local law enforcement that isn't solving the issue fast enough for Wolfmother's taste. The Hoodlum Dolls are a large gang, but as the first gang you face they aren't super well trained or well-armed (most of their elites use simple melee weaponry without much finesse) with their leader's ace in the hole being one hijacked law enforcement mech.Sorting Algorithmof Evil: While all of them are clearly dangerous, there is a clear power order going on as each one is more of a threat than the last.Motif: All the gangs have their own characteristics and dominant theme, and are inspired by the 1979 film The Warriors.Flunky Boss: Most of the bosses have back up in some form.Faction Motto: Each gang has their own that's said through an area of the game.Co-Dragons: The captains of each gang who are second to their leaders. The Bounty Hunters taking down a gang can incite another to step up their activities in order to take advantage of the power vacuum, such as the Heatseekers stepping up their game when the Misconducts' leader gets taken out.
